typical for production builders. The construction supervisor
in most cases expects the concrete contractor to install the
moisture barrier correctly, but he does not inspect the work
himself. All of these photos were taken after the city
inspector and the builder's third-party inspector had "passed"
the make-ready. What this means to you is that you are
guaranteed water will be wicked-up through the concrete (can go as
high as 300 ft.) and will be present underneath your flooring at
the areas not properly protected
